Install Rekal downloads and installs the Rekal binary on a machine when `rekal` is missing from PATH. Use it once per machine; set up a repository separately with the init skill.

Rekal routes questions to the right substrate in a repo with memory initialized: tree, knowledge, ledger, or map. Use it to recover current code, repo prose, or prior session intent without wasting tokens on the wrong source.

Rekal Init turns on Rekal memory in the current repository with `rekal init`. Use it when setting up Rekal here or when a command says the repo is not initialized.
