What Citation Diversifier does

Citation Diversifier generates an in-scope citation budget report for each H3 so a draft can meet global unique-citation targets without adding new facts. It is used before citation injection when a survey or paper is under-cited or reuses the same sources too often.

Purpose: fix a common survey failure mode:

the draft reads under-cited (or reuses the same few citations everywhere)
the pipeline fails the global unique-citation gate

This skill does not change prose by itself. It produces a constraint sheet: output/CITATION_BUDGET_REPORT.md.
