法律核验（legal-verification）· 输出前必过闸门

本技能是本套件正式文件输出前的必过质控围栏。任何会落地为正式 md / Word / PDF 的文书——起诉状、答辩状、质证意见、庭审提纲、代理词、证据目录、程序性文书、法律研究报告、新法解读、财产线索调查保全建议——在交付 md 成品（及后续转 Word）之前，必须先经本技能核验其全部法规、法条、案例引用，修正后方可放行。核验只检查"引用是否属实、是否现行有效、是否与原文一致"，不评价法律论证逻辑本身。

平台无关：本技能不绑定任何一家法律数据库。所有检索/核验调用一律面向 profile.md「外部能力后端」定义的 LAW.* 能力，运行时通过 MCP.list_tools 探测已连接的法律检索后端（元典 / 北大法宝 / 其他同类），按首选→灾备顺序选用；配多家则一家不可用立即切另一家。

起草 md 草稿 → 【法律核验闸门】→ 判定全为「准确/准确(有省略)」？
   ├─ 是 → 放行，交付 md → 询问是否转 Word（Word 转换后端（DOCX.md_to_docx））
   └─ 否 → 退回修正（时效风险/语义不一致/未命中逐条处理）→ 重新核验 → 直至放行
